Through comparative case studies in three locations, the study reveals the critical role institutions play in disasters, challenges hindering institutional adaptiveness, and the lock-in effects of institutional logics leading to maladaptation. The analysis sheds light on under-theorized aspects of adaptive governance and institutions, providing a basis for a nuanced approach to disaster governance.
