The effect of state policies on rates of high-risk prescribing of an initial opioid analgesic

Bradley D. Stein et al.

Summary: Multiple state policies have been implemented to decrease high-risk opioid prescribing, and the enforcement of mandatory and interoperable prescription drug monitoring programs (PDMPs) and prescription duration limits has been successful in reducing initial prescriptions for more than 7 days. Pain management clinic laws have only had an impact on specific types of high-risk opioid prescribing.

Systematic Evaluation of State Policy Interventions Targeting the US Opioid Epidemic, 2007-2018

Byungkyu Lee et al.

Summary: This study evaluated the impact of drug policies in 6 US states on prescription opioid abuse, opioid use disorder, and overdose deaths. It found that mandatory PDMPs were associated with a decrease in prescription opioid abuse indicators, but may also lead to an increase in overdose deaths due to users turning to illicit drugs.

Confounding and regression adjustment in difference-in-differences studies

Bret Zeldow et al.

Summary: In difference-in-difference studies, confounders are covariates that change differently over time in the treatment and comparison group, or have a time-varying effect on the outcome. Adjusting for these confounders appropriately, including them in a regression model consistent with the causal model, can provide unbiased estimates. However, recovering an unbiased causal effect using difference-in-differences becomes difficult when time-varying confounders are affected by treatment.

The Augmented Synthetic Control Method

Eli Ben-Michael et al.

Summary: The synthetic control method (SCM) is a popular approach for estimating treatment effects in panel data settings, but it relies on excellent pretreatment fit. The Augmented SCM extends SCM to scenarios with imperfect pretreatment fit by using an outcome model for bias correction. Regularization helps to prevent over-fitting and the approach is demonstrated through simulation studies and real-world applications.

Prescription Opioid Laws and Opioid Dispensing in US Counties Identifying Salient Law Provisions With Machine Learning

Silvia S. Martins et al.

Summary: This study used a machine-learning approach to analyze 162 prescription opioid law provisions and found that PDMP patient data access and pain management clinic-related provisions were the most predictive of county-level prescription opioid dispensing patterns. The predictive performance of these provisions varied over time, indicating potential shifts in their impact.

The State of the Evidence on the Association Between State Cannabis Laws and Opioid-Related Outcomes: a Review

Kayla N. Tormohlen et al.

Summary: This review summarizes studies on the impacts of medical and recreational cannabis laws on opioid-related outcomes. Research findings were largely inconclusive and faced challenges such as measuring cannabis/opioid substitution, lack of individual-level longitudinal studies, and difficulties disentangling effects of cannabis laws from other state laws. While there is potential for cannabis laws to reduce high-risk opioid prescribing and other adverse outcomes, the limitations of existing studies should be considered.

Methodological challenges and proposed solutions for evaluating opioid policy effectiveness

Megan S. Schuler et al.

Summary: Opioid-related mortality has sharply increased by nearly 400% between 2000 and 2018, leading to diverse opioid-related policies from governments. Researchers tackling opioid policy evaluation studies face challenges in obtaining high-quality data, specifying policies accurately, addressing confounding factors, identifying policy effects across different situations, and overcoming limitations of statistical power. Increasing methodological rigor in opioid evaluation studies is crucial for implementing effective policies to reduce opioid-related harms.
