Summary: Citizen involvement is crucial for post-disaster recovery, through volunteering, consultative and decision-making roles, and direct participation in reconstruction efforts. Without meaningful contributions from citizens, unilateral efforts by public officials and authorities will inevitably fail. Social entrepreneurs play a critical role in promoting co-production in post-disaster recovery.
