Holding social forestry hostage in Indonesia: Contested bureaucracy mandates and potential escape pathways

Ahmad Maryudi et al.

Summary: The government of Indonesia is committed to social forestry as a cornerstone of its rural development policies. However, the current social forestry initiatives face challenges in meeting their targets and delivering on their promises, partly due to the interference of other bureaucracies. This paper proposes a simplified bureaucratic structure to better align the implementation of social forestry policy with its intended goals.

Customary Forests in West Papua: Contestation of Desires or Needs?

Antoni Ungirwalu et al.

Summary: The challenge of integrating ecological, economic and social aspects of forest management remains a key issue in West Papua, where the contrast between abundant natural resources and social inequalities poses a continuous challenge. The establishment of customary territories is seen as an important milestone for recognizing community entities, but issues such as low designated area, lack of official decree, and incomplete translation process hinder the optimal realization of customary forests. Efforts to accelerate social forestry programs are still ongoing in order to address the interests and rights of indigenous peoples.

Forest loss in Indonesian New Guinea (2001-2019): Trends, drivers and outlook

David L. A. Gaveau et al.

Summary: The rich forests of Indonesian New Guinea are facing threats due to deforestation, road development, and expansion of industrial plantations. Government allocation of land for industrial plantations may lead to further deforestation by 2036. Collaborating with indigenous communities and local leaders is crucial for protecting the biological and cultural richness of the region.

Implementation of Social Forestry Policy: Analysis of Community Access

Budi Budi et al.

Summary: The research analyzes community access for social forestry license holders during the pre-license and post-licensing phases, finding that post-licensing communities had greater access. The key to supporting community access lies in networked capacity among community members and with other stakeholders outside the community.

Why do greater forest tenure rights not enthuse local communities? An early observation on the new community forestry scheme in state forests in Indonesia

Arsad Ragandhi et al.

Summary: The Indonesian Ministry of Environment and Forestry issued a 35-year permit-based social forestry policy, called IPHPS, providing longer permits, greater decision-making authority, and improved profit-sharing arrangements, but it has not attracted widespread interest from local communities. The low interest from local communities can be attributed to the substantial investments required for reforestation, payments beyond their means, and susceptibility to manipulative persuasion from the SFC to continue the co-management model.
