A facile strategy was developed to prepare Ov cluster enriched TiO2 (Ovc-TiO2) through pre-hydroxylation-assisted vacuum calcination, and the occurrence of Ov clusters was verified by the fluorine-occupied strategy. Ovc-TiO2/Pt exhibited superior photocatalytic performance for CO oxidation at low Pt loading amounts, significantly better than Ov-TiO2/Pt.
