Summary: Inclusionary housing is a powerful local policy tool that can address housing affordability and social inclusion issues. The Affordable Housing Production Program in Santa Monica, California successfully increased affordable housing production and enabled social integration through capturing land value increases. Through inclusive housing policies and planning, real estate market strength can be utilized to increase affordable housing production and achieve effective social integration in neighborhoods of opportunity.
