Estimating the impact of the license plate quota policy for ICEVs on new energy vehicle adoption by using synthetic control method

Yuan-Ying Chi et al.

Summary: Since 1994, eight cities and one province in China have implemented a license plate quota policy for internal combustion engine vehicles to promote the adoption of new energy vehicles (NEVs). The policy significantly increases NEV sales, but has limitations and may have short-term inhibitory effects on the regional auto industry. Consumers also exhibit negative sentiment toward the policy due to restrictions on ICEVs purchases. Regions adopting the policy generally require well-developed public transportation and adequate charging infrastructures.
