Summary: The study shows that the monolayer VOI2 is likely to have an orthorhombic Pmm2 FE-II phase as its ground state, with a ferroelectric distortion along the a axis and V-V dimerization along the b axis. The pseudo Jahn-Teller effect and Peierls instability are proposed as mechanisms stabilizing the FE distortion and V-V dimerization, respectively. Additionally, short-range antiferromagnetic coupling along the V-V chain is found due to the formation of nearly decoupled spin singlets in the ground state.
