Summary: Community participation and empowerment are essential for achieving equitable, people-centered primary health care, with a focus on the role of third sector organizations. Current policies emphasize the need for democratic practice and shared decision-making power, but lack a clear conceptualization of empowering communities and strategies for promoting participation among vulnerable groups. Further progress could be made by considering the ambiguous role of the third sector, specifying community empowerment, identifying strategies to facilitate it, and collaborating with vulnerable groups.
