Summary: This paper discusses the reforms to Australia's Disability Employment Services (DES) inspired by New Public Management, which aim to increase participant choice and control to enhance provider competition and effectiveness. However, the capability for exercising choice within this context is multifaceted, especially for participants facing significant barriers to employment. Despite dissatisfaction with outcomes, DES participants with psychosocial disability may resist changing providers, calling into question whether increased marketization of DES will truly improve employment outcomes for people with disability.
