DO TAXES ON SODA AND SUGARY DRINKS WORK? SCANNER DATA EVIDENCE FROM BERKELEY AND WASHINGTON STATE

Christian Rojas et al.

Summary: The implementation of two beverage taxes, the SSB tax in Berkeley and the soda tax in Washington State, had different effects on retail prices and sales volume. While the Washington tax led to a sharp and prompt price reaction and a 5% reduction in volume, the Berkeley tax had a marginal price reaction and no detectable effect on volume, possibly due to cross-border shopping.
