Adapting to informality: multistorey housing driven by a co-productive process and the People's Plans in Metro Manila, Philippines

Summary: This article documents the emergence of an alternative shelter approach in Metro Manila, delivered through the People's Plan by the local civil society and urban-poor sector. It analyzes the main assumptions and implementation process of the approach, stressing the role of co-production and the need to move beyond a formal-informal dichotomy in both theory and practice of urban development.
