Summary: Tokyo ETS is the first emissions trading scheme targeting GHG emissions from office buildings. While the Tokyo government claimed its success, research showed that half of the emission reduction was attributed to ETS, and the other half to electricity price increases triggered by the 2011 earthquake. The lack of publicly available permit price due to its design is another unique feature of Tokyo ETS.
