Who's responsible for food waste? Consumers, retailers and the food waste discourse coalition in the United Kingdom

Summary: Drawing on empirical research, this article examines how the challenge of food waste reduction is framed in the United Kingdom, identifying a discourse coalition that has achieved hegemony over the issue. Contrary to common beliefs, the dominant framing of the problem of household food waste by the discourse coalition is not consumer responsibility, but distributed responsibility throughout the production-consumption system.
