Resource curse, environmental regulation and transformation of coal-mining cities in China

Summary: The study finds that there is a resource curse effect in China's coal-mining cities throughout the entire sample period, but in the second sub-sample period, the resource curse effect is no longer significant, especially in cities with higher economic development levels. Environmental regulations can weaken the transmission of resource dependence by promoting human capital and technological innovation, with technological innovation being the most significant factor. This indicates that environmental regulation can potentially help turn the curse into a blessing for coal-mining cities and facilitate their green sustainable development.
