The implementation process of the German National Action Plan for Energy Efficiency (NAPE) is affected partly by considerable delay. In 2014, this plan was set up to deliver energy savings to fulfil national and European energy efficiency targets. The process shows that it takes more time to implement innovative approaches such as the new tender scheme for energy efficiency measures. The leeway fora more ambitious implementation was limited due to economic and political barriers. But there are recommendations for the current legislation.
