Using an overall document data comprehensive analysis system and a structure analysis, this study preliminarily classified technical indicators, structured the regulatory index database on construction of land reclamation, and explicated the information operation process and main content of land reclamation. From the perspective of module design, this article describes the most significant details about information query and release process, engineering construction quality monitoring and control, the land reclamation engineering acceptance process, and post-project evaluation. From the perspective of user management, this article details the most significant features of the operation flow for the department of land and resources management, land reclamation obligations, and system management supervisors. Using the technology of Struts, Spring, and Hibernate, this article develops and designs the Land Reclamation Supervision Information System Alpha (LRSIS Alpha Version) and tests the interface and path, function, and performance of the system. RESUME Au cours de cette etude preliminaire nous avons procede a l'analyse et structurelle d'un ensemble exhaustif de donnees documentees pour classer des indicateurs techniques, structurer l'indice de reglementation de la base de donnees de la base de constructions des amenagements, explicite le processus de l'information operationnelle et le contenu principal du reamenagement des terres. Du point de vue de conception du module, cet article contient la partie principale de la requete de l'information et de sa liberation, la surveillance et le controle de la qualite de construction de l'ingenierie de reamenagement des terres, son processus d'acceptation de l'ingenierie, et l'evaluation post-projet. Du point de vue de la gestion des utilisateurs, cet article contient la partie principale des flux operationnels pour le departement de la gestion des terres et des ressources, les obligations de remise en etat des terres, et les superviseurs de gestion du systeme. Grace a la technologie de Struts + Spring + Hibernate, cet article developpe et concoit la version Alpha du systeme de supervision de la bonification des terres (Alpha Version LRSIS) et teste le, la fonction d'interface, le chemin, le fonctionnement et la performance du systeme.
