This efficiency is very low. It can be urged, but the editor won't pay attention to you. It seems like he has a fixed time period for handling things, which is quite puzzling. I'm withdrawing my submission. It has been over two months and I'm about to graduate, so I don't want to wait anymore. Personally, I think if it's urgent, just withdraw the submission and try elsewhere.
