The reviewer's feedback on the manuscript does not update the time. The update of UR time should be when the reviewer has not accepted the invitation for a certain period of time and a reinvitation has been sent to the reviewer.

I think that as long as there is any action, the "under review" time will be updated. For example, if multiple reviewers upload their comments, or even if the editor views the manuscript.

2022.12.24 - First review returned. Major revisions required. Then stated: Please note that if reviewers recommend Major revisions again in the next round, the paper will be automatically rejected.
2023.1.12 - Returned for revisions.
2023.1.15 - Sent back, asked to submit a cover letter.
As of now, the second review has not been returned yet. I am very worried. If there are still major revisions required in the second review, it will be rejected. I am very anxious.

2022-9-26: Revisions requested, manuscript ID 4828. Checked on October 24th, still showing "manuscript submitted". According to the information from earlier, on September 18th, manuscript ID 4683, over 140 submissions were received within a week.
2022-11-23: Accepted.
Overall, it is good. However, there was a delay in the revisions process in October due to the high number of submissions, resulting in a longer waiting time. Nonetheless, the reviewers' comments were fair and reasonable.
Also, for IEEE TIM, there is an additional fee of $265 per page for the remaining part exceeding 8 pages. It's quite expensive.
