After sending this email, Elsevier replied saying that they would allow us to resubmit and would inform the assigned editor about our explanation regarding the similarity index. After resubmitting, they replied saying that we had resubmitted and requested assistance in relaying the message.

I also encountered the same problem. I directly replied to the email that mentioned a similarity index exceeding 30% and requested detailed information regarding the similarity index. After receiving it, I looked it over and found that the high similarity index was mainly due to the source, arXiv. Then I replied again, stating that our submission was primarily influenced by arXiv and provided the link to our arXiv paper. I also clarified that our submission and the arXiv paper were either the same or an improved version, emphasizing that the author list was identical. Finally, I mentioned that Elsevier explicitly stated that electronic preprints (e.g., arXiv.org) do not count as formal publications, so our paper meets the requirements.
