Three reviewers, the first one rejected (mainly because of lack of innovation), the other two provided revisions (major and minor, with a total of over 30 specific suggestions, highly targeted). The editor requested major revisions. After the revisions, the first reviewer still rejected the manuscript (citing lack of innovation). The editor provided one more opportunity for revision, which is also the final chance. It is unknown whether the first reviewer will reject it again.

If the rejected manuscript is reviewed again, I suggest not to submit it again. What if it ends up in the hands of the expert who holds a negative opinion? I think even if we make a diligent revision, it will be difficult to change that expert's overall evaluation of the paper.
