The OA cost has changed to $1850. The submission was made in April and went through 3 rounds of revisions. The reviewers in the first and third rounds were more understanding, with the third round being the final round. One of the reviewers in the second round was unintelligent and did not understand my paper at all. They kept insisting that the language was not good enough and did not provide any specific points for improvement.
