Recording this outrageous submission experience with the journal:
6.17 Submitted
6.20 Rejected, stating that the language of the article was difficult for the reviewer to understand and asked me to revise and resubmit, considering it as a new submission. They also provided the OSA polishing website (basically, my PhD brother had to go through the manuscript sentence by sentence for me. I was confused when he said the language of the manuscript was incomprehensible)
6.29 Made slight changes after polishing and resubmitted;
6.30 Rejected, stating that I submitted without making significant modifications. Then, after a while, I received another email stating that they noticed my language was not up to par previously and asked me to provide a proof of polishing. I submitted the proof on the same day and completed the submission.
7.4 Passed the quality review, assigned an editor
7.7 Rejected, reason being that it was previously rejected and there was a record in the database, so they could not consider it for resubmission.

Three submissions, three rejections in over 20 days, didn't even make it past the peer review. Amazing.

In terms of computer vision, graphic processing. It took a total of six months from submission to publication, with the first review taking four months. The system is transparent, but it was difficult to find reviewers, and many were in a waiting state without responding. The efficiency of the editor was high, but finding reviewers was challenging. The speed after revisions was quite fast, and the chief editor was very good. They agreed to some modifications during the proof stage. I sent a reminder email once during the six-month period, and the response was nice. Overall, it is recommended.
