Aims and Scope
The IEEE Transactions on Intelligent Vehicles (T-IV) publishes peer-reviewed articles that provide innovative research concepts and application results, report significant theoretical findings and application case studies, and raise awareness of pressing research and application challenges in areas of intelligent vehicles in a roadway environment, and in particular in automated vehicles. The T-IV focuses on providing critical information to the intelligent vehicle community, serving as a dissemination vehicle for IEEE ITS Society members and the others to learn the state of the art development and progress on research and applications in the field of intelligent vehicles.

I found that experience can only serve as a reference. This journal is really fast or slow. I submitted my paper in mid-April, and it has been under review for almost a month. It was just in the "under review" stage, and now it has changed to "A R A" (Immediate Reject). I have read other comments here and it's true, some papers get reviewed quickly while others experience different situations. In any case, it's better to wait a little longer before submitting, and not rush into it.

Maybe it's really due to disciplinary differences. I have a classmate majoring in communications who hasn't received the first review result even after a month of submission, and they are already complaining about the journal's inefficiency...

In the field of transportation and logistics, it's already efficient to have a paper reviewed within a month. I have seen journals like TRA, TRB, TRC have review periods ranging from one and a half to two years. My classmate finds it unbelievable. Sigh...

I'll also voice my opinion. The situation is essentially as described by the previous comments. My initial review comments were all positive, and the editor-in-chief suggested resubmitting the paper as a new submission, but with the condition that he agrees. So, after receiving his approval via email, I resubmitted it. However, the outcome of the resubmission was that it was rejected by the editorial department without any reason given and without undergoing external review. In simple terms, it seems to be a matter of personal bias, where the importance lies not in the review comments or the content of the article, but in the individuals involved in the review process.
