Grant Size
Upper $1,000,000USD Lower $300,000USD Funding Available: $1,000,000. Up to $800,000 may support 501(c)(4)-eligible activities. This is a one-time only funding opportunity. Award Amount: Minimum of $300,000 and a maximum of $1,000,000. We may award less than the requested amounted, but no less than 70% of the amount requested. Funded projects will receive funding in June 2019. Project activities must begin by September 1, 2019 and be completed by December 31, 2022. The policy outcome does not have to occur during this time period.

Applicants can be a 501(c)(3) or a Tribal agency engaging opportunity communities in Oregon or SW Washington (Clark, Cowlitz, Skamania, Pacific and Wahkiakum counties) The fiscal sponsor must be a 501(c)(4), 501(c)(5) or 501(c)(6) organization. Any other government agency cannot apply nor receive funds from this opportunity.
Description
In addition to Innovation & Ready-to-Go Efforts and Impact Partnerships, the Health & Education Fund will invest in a third program area: Policy & Systems Change. This one-time investment is intended to improve healthcare, education and early learning policy and systems, whether across school districts, government, or a geographic region. The Health & Education Fund seeks to support strategies in Oregon and/or Southwest Washington.The Fund Partners believe that the people closest to the problem are in the best position to determine a solution. Therefore, the most effective way to improve outcomes for families and children is for the Fund to invest in grassroots, community-led organizing and advocacy that addresses the underlying, systemic forces that inhibit opportunity.The Fund recognizes the rarity of this opportunity: a significant investment in the capacity of opportunity communities to make meaningful change legislatively. Too often, our legislative decisions, from school districts to state houses, are made without the leadership and direction of these opportunity communities. And too often, we underfund the efforts needed to advance policy solutions that address systemic issues these communities face.The Fund Partners recognize it is also rare for philanthropy to work together in this way. We are grantmaking together to make an impact that we hope is bigger than any single funder could have, and to signal to policymakers that we consider the civic leadership of opportunity communities worthy of deep investment. In addition, it is our hope that learning together will make us all better grantmakers.The Health & Education Fund seeks to partner with community-led coalitions to fund multi-year, community-driven advocacy. While the unique resources of the Health & Education Fund can support an array of eligible activities, the Fund will not designate or instruct, directly or indirectly, funding to influence the election of candidates.
